[schooltool-announce] SchoolBell 1.1 Release

SchoolBell 1.1 is released!

In this release we round off and finish most of the functionality that was
deferred from the last release (REST interface and proper timezone support).

One important point is that we have started to import translations from the
rosetta project and already have quite a large amount of translations done.
Hopefully by the next release this process will be properly functioning and we
can offer SchoolBell translated fully into a number of different languages.

With this in mind we will be performing a translation/documentation
update in a few weeks to allow translators to finish their job
(SchoolBell 1.1.1). This release will only contain
translation/documentation/security fixes, so system administrators
should be able to upgrade easily.

It can be downloaded in tarball form [1], a Windows zipfile and Ubuntu/Debian
packages should be available in a few days.
