This question is outside the scope of the sprint, although I think we
should discuss it since we have everyone together, I think
implementation will have to wait.  In particular, we really have three
skins in play.  The original SchoolTool skin with the menus on the
left side, which pretty much everyone agrees is unsatisfactory.  The
CanDo06 skin, which is an improvement, but I'd argue is pretty flawed
in its own ways.  I find having a row of menus across the top of the
screen that pop down whenever I mouse over them to be a pain.  Then
there is the skin we came up with at NELS last year, which is a very
functional and standard tabbed interface, and is ready to go if we put
in the work to migrate everything to it.

Realistically, Paul, Ignas and Jean-Francois have to work this out
among themselves, because they're the ones that have to implement it.
I do think we should aim for a consistent UI in CanDo 07 and the
SchoolTool instances being tested in the fall.
