Nice yes, yet i'd think this should be done by distutils or egg stuff,
because libicu-dev is the requirement for zope.ucol egg, and the
message is generated while compiling zope.ucol, detecting whether
dependencies of your dependencies while possible, is not very reliable
(IMHO)
