[schooltool-dev] Making packages of egg dependencies

Can we agree on future rules for things that can be dependencies?
Personally, I think it's essential to have these 3:

    * That the dependency actually has been released.
    * That there exists a tarball for the release.
    * That this tarball has enough licensing info in it to be
      distributed (including the actual text of the license!).

The only exception for this is Zope3, where we deliberately target an
upcoming Zope3 release.

Ideally, I'd like for there to be an existing package for the release,
but I won't insist;)
