OK, here's a basic question:

We'll probably (?) need an "manage" tab visible to site managers to do
general configuration of a SchoolTool instance.  Plus, each component
has a certain amount of administrative options.  So...

Is it better to have each component register manage views that will
sit under the main "manage" tab:
for example, to add schoolwide competencies click the "manage" tab,
then "cando" and then select "add competencies."

Or to allow each component add its own "manage" tab under its own tab:
for example, in the case above, click on the "cando" tab, then
"manage" then select "add competencies."

???

I'm leaning toward the second.
