My thinking is that a user wants to see all the management options in
front of them at once.  I don't mean to put everything on one page,
but rather under one tab (the manage tab).  A user won't necessarily
know which root level tabs have a manage option below them and could
end up clicking around a lot more to find what they are looking for.
Just take a look at the way wordpress and gmail do it.  Or look at the
way most desktop programs do it.  I just think it is very standard
practice to have one manage/settings/options tab where you can find
everything you are looking for.  If we follow existing UI paradigms it
will be easier for people to learn; they'll get what they expect.
