[schooltool-dev] The SchoolTool Book

I rearranged the "user's guide" I've started as the "The SchoolTool
Book" because at this point, we might as well have info for
administrators, users and probably developers in the same document,
since people doing testing are probably doing the first two, if not
the third.

jinty - can we set something up on schooltool.org to pull the source
files, build them periodically, and put the results in a publicly
accessible place?
