My hypothesis is that students want to learn and our job as educators is to create a nurturing, supportive environment which allows that natural to desire to grow.  I am much less concerned with preventing potential abuse than I am with encouraging student initiative.

Filip already envisions a weighted system where the person who posed the question and the teacher have more weight, so there could certainly be tweaks to the system to limit abuse. A transparent system will take care of most of your concerns in the first place.

Finally, it is only an option.  If a teacher doesn't want to use it, they don't have to.  I certainly will in my classroom, and I predict to very good effect.
